Overview of the Administrative Penalty System (APS)
The City of Cambridge uses the Administrative Penalty System (APS) to address parking and non‑parking by-law violations. APS provides a faster, more efficient alternative to the traditional court system for issuing penalties and resolving disputes.

Issuance of a Penalty Notice
A Municipal By-Law Compliance Officer investigates potential by-law violations. If a violation is confirmed through investigation and evidence, the officer issues a Penalty Notice outlining the violation, the penalty amount, and the deadline to pay or appeal.

Options for the Offender
An individual who receives a Penalty Notice may either pay the penalty by the due date or dispute it by requesting a review by a Screening Officer.

Screening Officer Review (First Stage Appeal)
The Screening Officer provides the first level of appeal. They review the penalty and any information submitted by the appellant and may cancel, confirm, or reduce the penalty, and/or extend the time for payment. A written Screening Decision is issued explaining the outcome.

Hearing Officer Review (Second and Final Appeal)
The Hearing Officer is an independent adjudicator. Virtual hearings are held monthly. The Hearing Officer reviews the Screening Decision and issues a final written decision.

Would you like to have your ticket reviewed by a Screening Officer?  If you received a penalty notice (ticket) and you are within the time period to dispute it (15 days for parking violations and 30 days for non-parking violations) you may submit a request online to have the ticket reviewed by a Screening Officer.  A screening review is the first stage of appeal in the Administrative Penalty System.

Once a screening request is received, a screening officer will conduct your screening over the phone or by e-mail between 8:30 a.m. and 4:30 p.m. (excluding weekends and statutory holidays).  You will receive the screening officer’s decision in writing.

Please note:

  • Failing to appear for a scheduled Screening will result in the Penalty Notice being affirmed and the addition of a $25.00 administrative non-appearance fee will be added to the Penalty Notice.
  • The City does not provide language interpreters, should you require one, you will be responsible for providing your own.
  • If you attend a screening review and are not the accused/registered owner you must complete the Authorization to Act as an Agent form, signed by the accused/registered owner.
  • Alternate formats, communication supports and accommodations are available. For more information, please contact the Accessibility Coordinator at accessibility@cambridge.ca

The Screening Officer will review all the documents and evidence before making a decision and may:

  1. Cancel the penalty notice, including any administrative fees;
  2. Confirm the penalty notice, including any administrative fees;
  3. Reduce the amount owed, including any administrative fees; and
  4. Extend time for payment of the penalty notice, including any administrative fees.

For assistance with completing your online request, please email tickets@cambridge.ca

If you don’t select one of the options on the back of a penalty notice (ticket) within the required time, additional fees may apply. Penalties and fees are payable to the City of Cambridge. If they remain unpaid, they may be added to your property tax bill, sent to collections, or—if it’s a parking violation—reported to the Ministry of Transportation.

If you would like to dispute a penalty notice (ticket) the first step in the process is to submit a screening request online. A hearing cannot be requested without a screening review being completed first.
A Hearing is not mandatory, and it is the final stage of appeal in the Administrative Penalty System.  A Hearing Officer acts as an impartial adjudicator to ensure appeals are handled fairly and in accordance with City by-laws and provincial legislation. Virtual hearings are held monthly, where the Hearing Officer reviews the Screening Officer’s decision and hears the appellant’s submissions before issuing a final written decision to confirm, vary, or cancel the penalty.
If you would like a screening decision reviewed by a Hearing Officer, you may submit a request online within 30 days of the screening decision.  If a hearing is not requested within 30 days of the screening decision, the screening decision will be final.
